콤마블럭 메모리에서 특정 열/행의 데이터를 읽어온다.

함수인자
int id : CsvBlockLoad()나 CsvBlockNew()로 할당한 접속 ID
int column : 읽어올 컬럼위치
int row : 읽어올 행의 위치
string data : 읽어온 데이터를 담을 버퍼 또는 문자열 태그
반환 값
성공시 1, 실패시 0을 반환.
